Who We're Looking For

The City of Beverly Hills Police Department is seeking highly motivated and qualified candidates for the position of Communications Dispatcher. Communications Dispatchers answer all calls for emergency services and maintain radio and mobile data computer contact with police officers and firefighters in the field, acting as a lifeline by providing information and support and monitoring their safety. The ideal candidate will effectively communicate and coordinate in a teamwork environment, will practice sound judgement and think clearly under stress, responding quickly and accurately.

Position & Benefits

This position is represented by the City's Safety Support (SS) Association and is covered by the negotiated terms and conditions of that Association's Memorandum of Understanding (MOU). The City provides a generous compensation and benefits package, including CalPERS 2.5% @ 55 for classic members; $2,150/month towards health insurance (with option of up to $475/month as taxable cash); a monthly contribution of $250 to an RHS account for retiree medical savings; generous vacation accruals with the option for annual cash-outs. Selection Process

All applicants must submit clear, concise and complete information regarding their qualifications for the position, including response to all supplemental questions. Resumes alone will not be accepted in lieu of the application or supplemental application materials. The selection process will consist of the following components:

• Review of Application, Supplemental Questions, and Attachments
  • You must attach a valid typing certificate showing your ability to type at least 45 words per minute. Online certificates are accepted.
• Written Exam
  • Candidates will be required to complete an online written exam which includes a typing test; assessing their ability to type at least 45 words per minute.
  • Candidates who have received a minimum passing t-score of 48 or better on the POST Entry-Level Dispatcher Selection Test Battery examination within the last 12 months may provide a copy of their results to qualify past this step of the recruitment process.

• Background Check

Background Investigation

The final step of the selection process requires a thorough police background investigation. The background investigation will include a comprehensive investigation of the candidate's background which includes, Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) background check, education and employment history (including a credit, criminal and DMV review), personal statement, employment and personal reference check.

Examples of Essential Duties

• Maintain radio and mobile data computer contact with City personnel (e.g., police officers, firefighters, community services officers, and traffic control officers) in the field, acting as a lifeline to provide information and support and monitoring their safety.
• Answer all calls to the City 911 number; coordinate emergency services; determine priorities; dispatch appropriate services in each situation; answer emergency and business lines; screen and route calls; determine needs and dispatch personnel.
• Receive and input information into City, State, and Federal computers pertaining to theft, missing and wanted persons, license plate information, etc., and relay information to police.
• Log all calls in appropriate logbooks, incident cards, or records messages; monitor all emergency bands 24 hours a day for any unusual occurrences and contact appropriate services when needed.
• Maintain and change all audio and visual logging equipment; report malfunctioning and out of service equipment.
• Train new employees; perform clerical duties (e.g., record keeping, filing, compiling reports and indexing).
• Receive, identify, and accurately evaluate emergency and routine calls for police, fire, and paramedic services; provide pre-arrival Emergency Medical Dispatch instructions and lifesaving directions over the telephone.
• Use established policies and procedures, independent judgement, and sound reasoning to make rapid and accurate decisions to achieve an effective initial course of action.
• Assist new or existing staff in learning departmental practices, protocols, methods, and procedures.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Foster an environment that embraces diversity, integrity, trust, and respect.
• Be an integral team player, which involves flexibility, cooperation, and communication.
• Perform related duties as assigned.

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

• Experience : No experience required.
• Training : Equivalent to the completion of the twelfth grade. A certificate of completion of a POST Public Safety Dispatcher course is desirable.

License and Certificate
A typing certificate indicating the ability to type at the minimum speed of 45 words per minute (WPM).

Knowledge and Abilities

• Principles and practices of effective customer service and telephone etiquette.
• Telephone communication techniques and correct English usage.
• Ability to: Learn and operate Computer-aided dispatch, two-way radio, and telephone equipment and programs; Learn and apply Police and Fire services code; Learn and apply State of California penal codes and department policies and procedures; Learn and apply Justice Department Criminal Information System and FCC rules and regulations; Effectively communicate and coordinate in a teamwork environment with co-workers, other agencies, departments, and the public, exercising strong customer service and group dynamic skills; Type information into a computer aided dispatch system as it is being relayed over the radio; Communicate clearly and concisely, both orally and in writing; Think clearly under stress and respond quickly and accurately.
• Type 45 WPM.
• Control conversations to quickly gather pertinent and relevant information.
• Hear multiple conversations simultaneously, distinguishing between voices and sources to ascertain relevant information quickly and accurately.
• Anticipate needs and evaluate alternatives and contingencies during incidents and calls for service.
• Work various shifts as assigned, which may include overnight, weekends, and holidays.
• Use sound judgment in recognizing scope of authority.
• Operate and use standard office equipment including computers and applicable software applications.
• Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.
• Utilize appropriate safety procedures and practices for assigned duties.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Work with various cultural and ethnic groups in a tactful and effective manner.
