SALARY: $98,288.69

This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

Current District of Columbia residents will receive priority and advanced preference for screening and interviews.

BACKGROUND

The Mayor's Office on Volunteerism and Partnerships (Serve DC) has the mission to strengthen and promote the District of Columbias spirit of service through partnerships, national service, and volunteerism. As the DC Commission for National and Community Service, Serve DC manages a portfolio of AmeriCorps programs in the District. Serve DC supports communities across the District through multiple sources of funding, including federal grant funds from the Corporation for National and Community Service (CNCS) and the US Department of Homeland Security.

The Director of Operations reports to the Director of Serve DC (who also serves as the Districts Chief Service Officer) and is responsible for overseeing the day-to-day management of the office, including human resources, communications, and budgeting functions. The work supports Serve DC in advancing the Mayors strategic plan and ensuring that residents are connected to meaningful volunteer opportunities through collaboration among community- and faith-based organizations, the private sector, and local and federal government.

MAJOR DUTIES

  • Participate in the planning, development and monitoring of operating standards, conduct organization and management analysis of the operations, and prepare and recommend revision to enhance office effectiveness.
  • Monitor progress and effectiveness of office assignments and projects.
  • Provide analytical and operational leadership in maintaining the daily operational functions of the office
  • Identify and analyze methods for improving the organizational efficiency and effectiveness of the office.
  • Work collaboratively with the Director to develop budgets and ensure appropriate fiscal administration.
  • Provide direction and guidance to staff, assures that the work is performed in an efficient and effective manner.
  • Resolve operational problems with timely and economical solutions.
  • Perform special assignments and analysis, at the request of the Director, which frequently involve matters of a highly confidential nature.
  • Prepare reports and recommend courses of action designed to resolve problems/issues.
  • Develop or approve computer and records-processing programs.
  • Represent the office at community events and meetings with individuals, community-based organizations, and potential and current project partners, working evenings and weekends as needed.
  • Perform other duties as assigned.

  • Thorough knowledge of the mission, goals, objectives, policies, procedures, and regulations of Serve DC.
  • Mastery of the methods, practices and procedures used in public relations, marketing and research, mass media, advertising, special interest groups, community relations, and government relations, as they relate to large projects and initiatives.
  • Ability to work well under pressure, with frequent interruptions and simultaneous attention to multiple tasks, to meet tough deadlines in a fast-paced, demanding environment.
  • Superior skill and ability to formulate, articulate, and coordinate an overall communications program that integrates departmental issues, and conveys complex information regarding policies, programs, and decisions.
  • Ability to communicate both orally and in writing, and to utilize a high degree of tact, diplomacy, and persuasion in accomplishing the goals of the office.
  • Superior interpersonal relationship skills to serve as the principal advisor and authority on communication issues for the agency; and to work with the senior leaders to address problem solving through communications.
  • Ability to handle sensitive and confidential information with discretion and integrity, maintaining strict adherence to information security policies and protocols.

Minimum Qualifications

  • Minimum three (3) years of experience in public relations, communications, public policy, or a related field.
  • Demonstrated experience or interest in Human Resources preferred.

WORK ENVIRONMENT

The work is performed primarily in-person in an office setting. Time in the field is frequently required for related events.

SPECIAL NOTE - SECURITY SENSITIVE

This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability Security Sensitive.

RESIDENCY REQUIREMENT

There is a legal requirement that each new appointee to the Excepted Service either:

  • be a District of Columbia resident at the time of appointment; or
  • become a District resident within one hundred eighty (180) days of appointment.

The law also requires that Excepted Service employees remain District residents during the duration of the individuals appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
