Job Summary This position exists to provide Foreign Labor Certification (FLC) assistance and to coordinate and conduct employer engagement within the Workforce Development and CareerForce systems. The Foreign Labor Certification (FLC) Assistant supports state agencies in administering federal Foreign Labor Certification Programs, specifically the H-2A (temporary agricultural) and H-2B (temporary non-agricultural) programs. The position assists employers in hiring foreign workers for seasonal or temporary positions when qualified U.S. workers are unavailable. This role provides technical and administrative support to ensure program compliance, timely case processing, and effective coordination between employers, workers, and state/federal officials. Engagement by the Employer Engagement Specialist (EES) includes three types of activities: facilitation and implementation of CareerForce employer industry initiatives and collaborations such as Drive for 5; internal and external outreach, communication with employers, workforce partners, State of Minnesota employees, other stakeholders; and leading, training and support of statewide employer navigators.
This position is Temporary Unclassified due to the necessary development of a program with limited-duration funding. The position is professional, fully anticipated to be no greater than two (2) years, as the program funding is anticipated to last for two (2) years.
The position requires weekly local travel and is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
Qualifications Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position. Two (2) years* of experience in workforce development systems or in providing services to businesses, including assisting employers with recruitment and hiring and/or supporting migrant workers.
*Bachelor's degree in business administration, social work, human services, counseling, human resources, sociology, education or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience
Applicants that meet the above minimum qualification will be further evaluated on the following:
- Experience communicating with diverse individuals and groups.
- Experience in project planning and managing business operations.
- Experience using computer programs and software (i.e., Microsoft Outlook, Word, Excel, Teams, SharePoint).
- Experience interpreting and applying federal and state programs, policies, and regulations.
- Incumbent must maintain valid driver's license and insurance OR have other reliable transportation.
Preferred Qualifications - Experience in workforce development, including case management and support.
- Experience using data reporting programs including the Foreign Labor Application Gateway (FLAG) system and MinnesotaWorks.net labor exchange for tracking statistical information for program reporting purposes.
- Experience in coordinating and managing the agency's Foreign Labor Certification (FLC) process.
- Experienced in monitoring legal and regulatory changes, providing guidance to stakeholders, and delivering immigration-related training and support to teams and clients.
- Experience communicating with diverse groups through their native language.
- Ability to conduct reviews of FLC related federal contracts for compliance with applicable laws and regulations.
