Position Summary

The Incident Management Coordinator leads safety and incident response for our DOT infrastructure asset maintenance project. This role ensures compliance with MUTCD and OSHA standards in work zones, manages incident response from notification to closeout, and coordinates with field teams, subcontractors, and law enforcement.

Key responsibilities include maintaining contract compliance, tracking performance indicators, conducting drills, and communicating effectively with DOT, company leadership, and the public. The coordinator must be available for incident management, support storm operations, and coach crews on safe practices. Safe job sites, efficient responses, accurate documentation, and continuous improvement define success.

DUTIES AND RESPONSIBILITIES:

  • Lead, model, and reinforce a strong safety culture on the project with a clear focus on Zero Harm. Coach supervisors and crews to plan work safely and stop work when conditions are unsafe.
  • Maintain working knowledge of the Work Area Protection Manual (WAPM) and OSHA regulations. Verify work zones, equipment, and practices meet these standards and project requirements.
  • Manage incident readiness and response for severe weather, major and minor crashes, and hazardous or non-hazardous material spills. Coordinate with DOT, law enforcement, and first responders to protect the public and crews.
  • Provide clear verbal and written communication, including timely safety reports, incident summaries, and after-action notes that identify root causes and corrective actions.
  • Be available to respond and be present on site for all Level 3 incidents or higher, and support other events as needed across the corridor and adjacent routes.
  • Assist project teams in developing and implementing Job Hazard Analyses and job-specific training. Ensure crews understand the hazards, controls, and required PPE before work begins.
  • Lead risk management at the project level by identifying potential risks early, analyzing impact and likelihood, and putting practical controls in place to reduce or manage those risks.
  • Support incident investigations to document facts, determine causes, and capture lessons learned. Track corrective actions to closure and share findings with the team.
  • Coordinate with corporate safety resources on policies, investigations, training, and best practices. Help keep procedures current and consistent with company standards.
  • Remain available for emergency response, including hurricanes, floods, and other events, with 24-hour availability during declared operations.
  • Follow and enforce company policies, procedures, and guidelines. Maintain accurate records, certifications, and training documentation.
  • Perform other duties as prescribed by management to support safe, compliant, and efficient operations.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge

  • Highway maintenance equipment, materials, field operations, and recordkeeping practices.
  • Work zone safety principles and incident management procedures as applied to interstate and arterial roadways.
  • Proficient with Microsoft Office Suite for reports, logs, and presentations.
  • Basic and Intermediate Work Zone Traffic Control, NIMS 100, 200, 300, 400, 700, 800, and Level 1 Incident Commander Training

Skills

  • Ability to interpret government guidance and contract requirements.
  • Clear verbal and written communication for briefings, incident reports, and coordination with DOT and first responders.
  • Strong organization, attention to detail, and follow-through on corrective actions and documentation.

Abilities

  • Able to stand, walk, bend, and reach for extended periods; bend or stoop in confined spaces; climb ladders; move heavy objects as needed.
  • Capable of working under stressful conditions and making sound decisions during incidents and severe weather.
  • Willing to maintain a professional appearance appropriate to duties and responsibilities.

EDUCATION AND WORK EXPERIENCE:

Required qualifications

  • High school diploma or GED; an associate degree in occupational safety, emergency management, construction management, or a related field is acceptable in place of some experience.
  • Three or more years of safety leadership in transportation, highway maintenance, or construction, including project-level incident response and work zone oversight.
  • Documented experience developing Job Hazard Analyses, conducting incident investigations, and coordinating with DOT, law enforcement, or first responders.
  • Proficiency with Microsoft Office for reports, logs, and presentations.
  • Must be at least 23 years old (per company insurance requirements).
  • Must possess an active and valid Virginia Driver’s License with no restrictions, and be able to pass a Motor Vehicle Record (MVR) check and maintain insurability under company policy.
  • Basic math, reading, and recordkeeping skills to complete work orders and material logs accurately.
  • Ability to obtain Maintenance of Traffic (MOT) or Flagger certification within company timelines
  • Willing and able to travel within the assigned district and report to different work sites; living within a reasonable response time to the yard is preferred.
  • Compliance with the company's Drug and Alcohol Policy; able to pass pre-employment and random testing. A background check and job-related physical may be required.

Preferred qualifications

  • Bachelor’s degree in occupational safety, industrial hygiene, emergency management, civil engineering technology, or a related discipline.
  • Five to eight years of progressively responsible safety and incident management experience on interstate or DOT projects, including storm response operations.
  • OSHA 30 Construction completed before start; additional credentials such as CHST, ASP, CSP, OHST, or ATSSA Traffic Control Supervisor.
  • Prior completion of Advanced or Intermediate Work Zone Traffic Control, NIMS 100/200/300/400/700/800, and state Incident Commander training.
  • HAZWOPER 40 and current 8‑hour refresher if applicable; First Aid/CPR/AED instructor is a plus.
  • Experience implementing leading indicator programs, root cause analysis, and corrective action tracking with measurable improvements. Basic proficiency using Excel for logs and parts lists and reading vendor cut sheets; inventory and parts tracking experience.
  • CDL, bucket truck, or lift certifications are a plus. Bilingual English and Spanish is helpful in field settings.
