PSI works in the Dominican Republic through its network member, Society for Family Health (SFH). SFH was registered as a local NGO in the Dominican Republic in 2014. As an affiliate of PSI, SFH has been a leader in the national response to HIV in the DR, implementing CDC-funded services for the prevention and treatment of HIV to hard-to-reach Haitian migrants, cyber education on sexual and reproductive health to adolescents, mental health and condom distribution (PANTE).

PSI is seeking a Project Director to successfully lead implementation of an anticipated $10 million project focused on improving prevention, treatment, and care services for HIV, TB, and other infectious diseases in the Dominican Republic.

The Project Director will oversee all phases of the project lifecycle from start-up to close-out, ensuring the project operates with minimal financial, contractual, and reputational risk. The Project Director will ensure project deliverables are carried out on time and within budget, supervise personnel and manage sub-recipient relationships, coordinate and collaborate with government officials and other national stakeholders in the Dominican Republic, and support alignment of the project with PSI’s global strategic priorities, as well as national and regional priorities, strategies, policies, and interventions. The Project Director will be accountable for the delivery of all aspects of the project, including technical implementation, financial and administrative compliance and oversight and supervision of project staff. They will oversee the project team to ensure that country level implementation is provided with a high standard of excellence, achieving its set goals and targets and within budget. Will provide high level technical thought leadership and have the managerial capacity to strategically manage risk, monitor finances and ensure each phase of work is started or completed on time. Be responsible for using evidence to improve project design and implementation. As the leader of a single-country project, liaise with national stakeholders, such as Ministry of Health officials and will be the primary point of contact for the project donor and assures the strategic alignment of the project with PSI Global Strategy.

This is a 5-year position, with funds obligated on an annual basis based on project performance.

What You'll Do

Program Leadership & Management, including financial oversight, compliance, and management of a consortium of partners.

  • Lead delivery of all aspects of the project, including technical implementation, coordination with government and sub-recipient partners, financial and administrative compliance, and the timely achievement of results.
  • Provide technical and operational assistance and/or training to build the capacity of project staff and partners.

People Management.

  • Manage all project staff, assuring that personnel efforts are aimed toward achieving project goals, objectives, and results.
  • Supervise 5-8 direct reports, ensuring appropriate coaching and staff development opportunities.

Thought Leadership / Knowledge Management and Technical Leadership on the project.

  • Serve as the project’s primary representative with the donor and cultivate strategic relationships with global and regional institutions, donors, private sector entities, government ministries, and other stakeholders.
  • Oversee external communications with in-country stakeholders and disseminate information about project activities, achievements, and lessons learned.

External Representation.

  • Build strong collaborative relationships with relevant government officials, donor counterparts, partners, and key stakeholders to foster, maintain, and strengthen strategic partnerships.
  • Represent PSI and the project at relevant technical working groups, conferences, workshops, and policy-oriented forums.

Internal representation and coordination.

  • Work closely with the Research, Monitoring, Evaluation, and Learning (RMEL) team to design and implement the project RMEL plan and use evidence to improve project design and implementation.
  • Assure strategic alignment of the project with PSI Global Strategy.

Fundraising (with non-project funds).

Donor Liaison.

What You'll Bring

  • Master’s Degree (or international equivalent) MD, MSc, MPH, MBA, MHA, MPA or equivalent.
  • A minimum of 10 years of professional experience in HIV/AIDS programming for key populations groups, with at least three years of overseas experience in the field managing projects affecting key populations. Experience in the Dominican Republic strongly preferred.
  • At least 7 years program management for global health projects in low or middle-income countries (LMICs) with a strong reputation for developing excellent collaborative working relationships with government officials, counterparts, other implementers and international organizations and donors.
  • At least five years of prior experience as a CDC Project Director or Chief of Party for a US government funded project. PEPFAR experience strongly preferred.
  • At least five years supervisory experience.
  • Proven success in management of complex operations, under specific donor awards and procedures, in a challenging, developing country environment.
  • Strong knowledge of or connections with global and regional HIV/AIDS community and funders.
  • Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.
  • Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action.
  • Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of workplans.
  • Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles. Ability to persuade and motivate people and teams.
  • Experience developing capacity of government entities, staff, and other organizations.
  • Demonstrated experience in managing government and donor relations.
  • Ability to work effectively and sensitively in a cross-cultural context.
  • Exceptional interpersonal, written, and communication skills. Fluency in English and Spanish required.
  • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
  • Proficiency in Microsoft 365
